TUMWATER — April 25, 2019 — Capital Region Educational Service District 113 (ESD 113) has provided high-quality Head Start and Early Childhood Education and Assistance Program (ECEAP) preschool services in the Belfair (North Mason School District) community for the past 29 years. Starting in the 2019-20 school year, Olympic Educational Service District 114 (ESD 114) will operate the program in the Mary E. Theler Early Learning Center in partnership with the North Mason School District.
In the past, the Head Start program allocated funding by county. Although the ESD 113 service area includes part of Mason County, Belfair is located in the ESD 114 region. Over time, Head Start has changed how they fund their program, which allows the ESDs to manage their centers by region, rather than by county.
The two ESDs and the North Mason School District are committed to providing programs that meet the needs of our students, families, and communities. We are working together to ensure a seamless transition.

The mission of Sound to Harbor Early Learning Programs is to ensure every child is given the care and support they need to succeed. Our programs provide high-quality preschool that supports children’s emotional, social, health, nutritional and psychological needs. Financial aid is available for those who qualify.
Sound to Harbor is a division of Capital Region ESD 113, whose purpose is to ensure excellent and equitable education for all students through service and collaboration. Led by Superintendent Dr. Dana Anderson, ESD 113 provides services for 44 school districts, one tribal compact school, and approved private schools in Thurston, Mason, Lewis, Grays Harbor, and Pacific counties.
